Im a guy and i have poofy frizzy hair, what can i do?

Right after it gets wet or anything my hair poofs up and gets all frizzy and looks really bad. I dont even have long hair but its just always puffy. I want it to stop poofing in the air and just stay straight against my head. Ive been using this garnier fructis anti frizz thing for like a week but it hasnt done anything yet. Even when i put gel in my hair all the little frizzes still pop out. Is there anything I can do to stop this poofiness?
