My mom won't take me shopping for clothes unless I pay for it?

I really need clothes- and my mom knows that. She is really frugal and won't get me any clothes unless I get them with my own money. The last time I got clothes with her I went to target and got capris, a t-shirt, and a cardigan. We haven't had a girl's day out in forever (by forever I mean in like a year).
